The town of Hauts de Bienne (from the merger on January 1, 2016 of the municipalities of La Mouille, Lezat and Morez) is the city center of Haut-Jura Arcade Community. It also plays a role of centrality on the scale of Haut-Jura as defined in the Haut-Jura Scot. This city, like manySmall and medium in France, has undergone the cumulative impacts of deindustrialisation, peri -urbanization, difficult changes in administrations and services, rapid changes in supply and commercial locations, etc. It is therefore today weakened and confrontedto a vicious circle that she wishes to stop.
