- The purpose of this market is the thermal and technical rehabilitation work of the 198 dwellings of the Cite Stalingrad in Saint-Denis (93200). The work will be carried out in the occupied environment. The defined rehabilitation program pursues the following objectives: treatment of the envelope of Buildings related to the improvement of energy performance, regulatory upgrade of technical equipment buildings and housing, improvement of the comfort of housing and common areas, collective self -consumption of electricity. This market is unique, it is not allotted. In accordance with the provisions of article L2113-10 of the public procurement code, the buyer decided not to allot this market due to an intervention on a heritage real estate set (architect design Andre LURcat), requiring a consistency of services performed so as not to compromise the initial work. In addition, it is an intervention on a site in occupied environment with a majority of fragile occupants (elderly and very old) requiring perfectly mastered services in order to reduce the impact of nuisances Linked to the site and daily support. The services are more precisely detailed in the notebooks of the specific technical clauses (CCTP). The services of this market are processed at a global and flat -rate price. The overall amount and lump sum indicated in the act of engagement will have to be broken down into the decomposition of the overall and flat -rate price (D.P.G.F).
