• Tenders are invited for Technical Assistance for the Boosting Cities Development of the Middle Corridor Project. Implementation organization / reporting AFD, via the UPFI Facility project coordinator (based in Tbilisi) will be responsible for the technical supervision of the TA on a daily basis and is the primary route for technical related communication, reports and project management aspects. AFD will be responsible for the contract and financial management of the TA. The MRDI is the project lead for this TA on Georgian side. The precise details of the communications structure will be advised at project mobilization stage. This assignment is intended to be undertaken in a participatory manner and as such the consultant shall ensure regular liaison with all key stakeholders to ensure smooth implementation of the project. The consultant will communicate on a regular basis with the MRDI and municipalities about the work schedule and keep stakeholders informed in advance of missions and field visits. All project reports shall be written in English and then translated into Georgian, and shall be provided in electronic form, in both Word and PDF formats. The consulting firm shall also provide AFD, MRDI and SUDA with the final electronic version of all source files under self-explanatory file names and directory structure (including data collected, risk maps, spreadsheets and models etc.). After the production of each report, AFD in consultation with MRDI will determine if all key deliverables were provided as agreed and will review and discuss the quality of the outputs. The AFD and MRDI have 10 working days to review the draft submission, and as appropriate, the consultants will be given a written list of deficiencies. The revised reports shall be submitted within 10 working days (15 working days for the final report). Monitoring and evaluation The Consultants will describe the process and the general principles of monitoring and evaluation that must be applied for the resettlement process and precise the types of reporting which is expected internally and for the AFD. Please note, RAP and LRP will specify the monitoring and evaluation methods according to the resettlement measures put in place (measures, frequencies, persons in charge, means, etc.).  Consultation and information disclosure, grievance mechanism The Consultant will describe the public information and consultation process in terms of resettlement (public identification method, PAP information and participation procedures, method of documenting consultation steps). Consultations and information must be accessible to vulnerable people and a special attention must be paid to women. The Consultant will precise the Grievance Redress Mechanism (GRM) which should be in place for the resettlement process. It could the same than the ESMF by precising it concerns resettlement issue.  Calendar and cost estimation According to the project and investments- characteristics, the Consultants will: - Propose a calendar for performance the RPF implementation as well as the operational measures described therein, - An estimation of the RPF implementation, investment and functioning costs, - The origin of necessary funds for RPF implementation. - The legal process to secure the funds and then to mobilize the funds.
