The purpose of this market is support for the regulatory revision of the Territorial Energy Climate Plan (PCAET) and the balance sheet of greenhouse gases (BEGES) of the Compa. As part of the regulatory revision of the Territorial Energy Climate Plan (PCAET) and the balance sheet Emissions of greenhouse gases (BEGES), the Community of Communes of the Pays d'Ancenis (COMPA) is looking for a specialized design office to support it in the realization: - Phase 1 - Fracing (1A) and update of the Beges and the PCAET diagnosis (1b), - Phase 2 - Territorial strategy shared of the new PCAET, - Phase 3 - Definition of the multithematical and multi -partner action program, - iterative approach - Strategic environmental evaluation: this approach takes place in parallel with each phase, - Phase 4 - Finalization of the PCAET revision approach. As part of Present market, the beges is a constitutive element of the revision of the PCAET. It is expected from the provider to watch, as much as possible, to articulate his methodological proposal and the calendar of realization of the beges with that of the PCAET (and by extension that of the EES): pooling of meetings, validation times, training of agents ... It is expected that the recruited service provider supports the community by adopting an educational approach so as to associate elected officials, services, local actors, until the adoption of the new PCAET.
