Description:
Located in Pas-de-Calais, the Community of Communes of Ternois, TernoisCom (103 municipalities 38,000 inhabitants) has assumed responsibility for public reading facilities inherited from the former intercommunal authorities since 2017, the date of its creation. Among the main structuring towns of the territory, Saint-Pol-sur-Ternoise, the largest, does not yet have public reading facilities but only a library from the Bibliotheque Pour Tous associative network. This absence means that a significant part of the territory's population is not served today. In response To meet this need, TernoisCom is currently carrying out the project of creating very comprehensive equipment in Saint-Pol-sur-Ternoise, combining multiple other uses relating to culture, digital technology and leisure around books and reading. The objective of this hybridization is to increase the frequentation of the place and to put in contact with a cultural offer populations who would not have spontaneously walked through the door of a media library but will, in this place, be attracted by other uses to then discover what a media library is today, far from the dusty model of silent libraries of yesteryear. The subject of the consultation concerns the supply of non-school books for the constitution of the starting fund of the media library of the cultural third place of Saint-Pol-sur-Ternoise.
