- The purpose of the framework agreement is the development in the broad sense of software or software parts contributing to the creation and evolution of system and software engineering software tools, mentioned above. The services provide for complete project management from design to completion. maintenance in operational condition, also integrating contribution services to an open-source community if necessary. This should allow the Administration to have system and software engineering software that can be deployed for use by MinArm users. THE this framework agreement, over its validity period of 7 years, provides for the acquisition, by purchase orders, of the following services: Management, technical intervention, studies, maintenance in operational condition, capitalization, collaboration with an open source community, software development. He is specified that the deadline and time for submission of envelopes is 05/11/2026 at 3:00 p.m. (Paris time). Those listed in section 5.1.12 are in UTC format. This is a defense or security market. The estimated amount entered in section 2.1.3 corresponds to an overall estimate, without commitment on the part of the State.
