Selection of 1st level controllers of expenditure French partners as part of the 2021-2027 programming of 3 European territorial cooperation programs for which the Hauts-de-France Region is responsible as National Authority As part of its functions as a National Authority, the Region Hauts-de-France guarantees the implementation of all 1st level controls for French project leaders of the 3 INTERREG programs for which it is responsible. In order to meet the needs of project leaders while having a flexible and secure system, the Hauts-de-France Region is establishing itself as a purchasing center for all beneficiaries for the period 2021-2027 and for subsequent programming if necessary. The purchasing center, dedicated by Articles L2113-1 to L2113-5 of the 2019 public procurement code allow a contracting authority, such as the Region, to constitute itself as a public buyer on behalf of other entities (having or not the status of contracting authority) which will adhere to the purchasing center. The framework agreement will be executed by issuing purchase orders. Each lot will be awarded separately. Services are regulated by unit prices.
