In accordance with the provisions of article L. 2113-11-2 of the public procurement code, devolution in separate lots is likely to restrict competition or risks making technically difficult or financially more expensive the execution of services and more particularly due the safety of vulnerable audiences. This consultation has passed into a suitable procedure due to the services of social services and other specific services. It is subject to the provisions of articles L. 2123-1, R. 2123-1-3 to R. 2123-7 of the code of the code public order. The purpose of this consultation is to reservation by the city of multi-reception places in a collective childhood reception structure. The City of Blanc-Mesnil wishes to complete its offer of reception places in structure. This is to overcome the lack of equipment In early childhood reception structures for citizens. The reservation of places is intended for the collective reception of children aged ten weeks and which can go up to their three years.
