Description:
The purpose of this consultation aims to search for a design office to carry out a rail feasibility study as part of the PPA Partnerd Partner (PPA) of industrial wasteland of the Fensch Valley.
PPA partners in the brownfields of the valley of the Fensch seek to find an alternative solution to the passage of the factory trains outside the Patural area. This solution is guided on the one hand, by the desire to reduce the impact of private railways on the site to be requalified, on the other hand to allow the company to acquire a plus Great autonomy in its incoming and outgoing rail flows.
It is understood that the solution which will be favored will consist in guaranteeing the sustainability of the industrial activity of Saarstahl Rail on the site of Nilvange / Hayange.
The mission will therefore be to define the feasibility and the opportunity of the operation, then to develop a development pre-program with realistic costs. In the event of a scenario deemed feasible and validated by the stakeholders of the operation, the phasing will result from new actions to be incorporated into the PPA prefiguration contract. The evaluation of the scenarios to be studied must be enriched with a Swot analysis and an assessment of the risks inherent in each of them. The proposed scenarios must be technically viable and economically achievable.
