- The city of Saint-Etienne entrusts the Delegate, under the conditions defined in the draft contract, with the management and operation of the "La Source" creche.
The contract subject of this consultation is a delegation of public service within the meaning of Article L. 1411-1 of the General Code of CollectiviTerritorial tes (hereinafter CGCT), i.e. "a contract by which one or more granting authorities subject to this code entrust the execution of work or the management of a service to one or more economic operators".
Said qualification implies, in accordance with article L1121-1 of the Coof the Public Order, a transfer of operating risk, namely "a real exposure to the vagaries of the market, so that any potential loss borne by the concessionaire must not be purely theoretical or negligible".
The City of Saint -Etienne makes available to the delegateire the premises hosting the "La Source" creche located 95 rue de la Richelandiere, SAINT-ETIENNE (42100).
The delegatee is in particular responsible for ensuring the following services:
- Operation of the creche; Monday to Friday, 7:30 a.m. to 6:30 p.m.
- Carrying out the workmade obligatory by the draft contract;
- Development of menus and preparation of meals and snacks incorporating 50% sustainable food including 20% products from organic farming in accordance with the law of October 30, 2018 known as the "EGALIM" law ;
