Public service delegation for the creation of a geothermal network, management and operation of production, distribution and delivery networks of heat energy in the territory of the commune of Kremlin-BicĂȘtre Sipperec intends to entrust a delegate with the creation of a network of geothermal energy, the management and operation of the production, distribution and delivery networks of heat energy in the territory of the Kremlin-BicĂȘtre commune. The main objectives within the framework of this public service delegation are to ensure an energy supply to the district heating network with a Renewable Energy (EnR) coverage rate greater than 65%, in a secure and sustainable manner and to offer a competitive cost of heat whose evolution will not be very sensitive to changes in the prices of electricity or fossil fuels. The technical solution envisaged aims to sustainably ensure an ENR coverage rate greater than 65% whatever the operating period. The will of Sipperec and the city of Kremlin-BicĂȘtre is to allow its subscribers to benefit as soon as possible and sustainably from the VAT rate reduced to 5.5% for all R1 and R2 items. This is what the technical solution includes: the creation of a geothermal doublet, the deployment of the heat network in the municipality, the creation and adaptation of gas backup installations and the implementation of a heat pump. ...
