Description:
The City of Saint-Ouen-sur-Seine is responsible for exercising the skills to manage the public heating and urban refresh service on the territory of the municipality.
As part of the preparation of the Paris 2024 Olympic Games, a network of hot and cold was created on the ZAC du Olympic and paralympic village (VOP), extending in three municipalities: Saint Ouen sur Seine, Saint Denis and Ile Saint Denis. This network was designed and produced by Plaine Commune Energie, delegate of Smirec, under the contracting authority of La Soleo, then returned to the Territorial Collects competent.
In fact, the city of Saint Ouen, has been returned the portion of the ZAC network of the Olympic and Paralympic Village (VOP) located on its territory. This network is currently fully fed by an energy im-port from the Smirec network, and is the subject of a walk operating type P1/P2/P3, ending on May 31, 2026.
Within the framework of the end of this contract, the advisory committee of local public services gave a favorable opinion in its session of 12/06/2025 for the choice of management method in the form of a single concession for the Management of the ZAC heat and cold network of the Olympic and Paralympic Vil-lag (VOP) located in Saint-Ouen-sur Seine.
