Description: Engage an Implementing Partner (IP) to conduct detailed needs assessment on the state of play in Ukraine related to tracings, seizing, confiscating, managing and re-using criminal assets. In particular, the research shall include an overview of the national legal framework; structure of the agencies involved in asset recovery and management; main gaps and needs of national institutions in applying asset recovery provisions and tools in the fight against TOC and corruption. Conduct a mapping of all national institutions, agencies and other stakeholder involved in the entire asset recovery process (financial investigations, asset seizure, asset confiscation, asset management and re-use) and describe what their role, responsibility and function is the recovery of criminal assets.
