This market includes purchasing service purchase services, cloud marketing services as well as email and sms sending services for cloud marketing. This public market concerns a procedure with negotiation in application of articles R2161-21 to R2161-23 of the public procurement code. There is a framework agreement (articles R. 2162-1 to R. 2162-6 of the code), concluded with a single economic operator and executed in part by the emission of order pleas (articles R. 2162-13 and R. 2162-14 of the code), without negotiation or preliminary competition, for the services described in contractual documents and partly by the conclusion of subsequent markets (articles R. 2162-7 to R. 2162-12 of the code), for needs whose contractual stipulations are not set in the documents of the framework agreement.
