Description:
The restricted competition procedure is organized in two successive phases: an application phase (subject of these appeal regulations for the candidacy) at the end of which at most three candidates will be retained in the offer phase.

The challenge of this competition is to design a new building(extension, and rehabilitation), which is durable, ecological, economical, with bio -based materials in order to minimize the impact on the site, and master all future consumption.

The future Carnot space will be a sober and exemplary building in terms of impact and imprint onThe environment, both on its new part (minimum re 2020) and on the rehabilitated part (hqe bd version 4.0 "renovation" (certivea) - 8 stars), and allowing to reach the 2050 objectives of the eco energie tertiary decree from its delivery.

The program, worked in concert in the frameworkof technical committee, and carried out by the EGIS design office, will be available as follows:

- Project of extension and rehabilitation of the Carnot space, seat of the departmental energy union of the Cotes d'Armor (SDE22)
- Reception of 130 agents, meetings (union committee ...) for a surface areaBuilt of 3,050 m2 approximately
a total projected (excluding underground parking)
- DEMOSSION OF N 47 boulevard Carnot
- New construction on the plots of the old n 47-49-51 of boulevard Carnot
- Global renovation of 53 BD Carnot (thermal and functional renovation)
