- the consultation is launched in the form of an open call for tenders according to articles R2161-2 to R2161 5, R2162-1 and following, R2162-13 and R2162-14 of the public order code (Ccp). The market is concluded by means of a framework agreement fixing all the contractual stipulations (executed by means oforder) and at unit prices with a single successful bidder per lot. Candidates may bid for all lots. The contracting authority has decided to limit the number of lots that may be awarded to each candidate to two. offers for a number of lotshigher than that which can be attributed to the same candidate. At the end of the analysis and the classification of the offers, if a candidate arrives first on several batches, he will be retained on the two batches whose maximum amount indicated is the most important , on the basis of the amounts indicated in article 2.2of the consultation regulations.
