• Description:
• This notice concerns the award of a public service delegation of the leasing type granted in application of the Public Procurement Code and articles L.1411-1 et seq. of the General Code of Local Authorities (CGCT). The purpose of the contract is to entrust the operation of the network of urban transport and mobility services organized by the Montlucon Community Urban Community.
  The delegated activity includes 7 urban lines, a Sunday and public holiday urban line, a zonal type on-demand transport service, 12 school lines and a rental service. of bicycles.
  The delegatee will have the main missions:
  - to operate and manage transport services within the framework of a dedicated company;
  - to assume personnel management and responsibility for transport operations;
  - to maintain the goods necessary for the operation of the service (including those made available by Montlucon Community);
  - to market the service;
  - to offer a public welcome to the commercial agency;
  - to provide expertise, particularly on adapting supply to demand;
  - to report to Montlucon Community on operating conditions, of the quality of the service provided and the financial balance of the operation, and to respond to any request from the delegating authority formulated within the framework of its permanent audit right.
