Mixed contract relating to inseparable services falling under both common market law (design-construction under municipal project management) and common concession law (main object relating to the creation of new works and the operation of the network).
This The purpose of the consultation is to conclude a mixed contract with inseparable services within the meaning of article L.1322-2 of the Public Procurement Code having:
- For main purpose: a service concession relating, at its own risk, to the creation and operation of new works (tools of ENRR and virtuous heat production including their backup and backup) and the operation of the heat network and substations (carried out under municipal project management as part of the design-construction provided for in section II) in application of the Public Order Code;
- For secondary object: A contract relating to the design and construction, within the meaning of articles L. 2171-1 and R. 2171-2 of the Public Order Code, of a heat network intended to transport heat from places of production to places of consumption (financing and project management insured the Municipality of Belleville-en-Beaujolais)
