- The mixed concession contract subject to this consultation is a private law contract falling under the public procurement code. The passing procedure is governed by the normal procedure provided for in chapters I to V of title II of book I of the third part of the order codepublic. The Lyon airport site is the public airport. The contract will carry authorization to occupy the public domain. In accordance with the provisions of article R. 312311 of the public procurement code, this consultation procedure is a limited procedure:Only will be admitted to present an offer, five candidates selected with regard to the criteria set out in the advertising supplement. On the basis of this notice, the candidates therefore submit an application file including the elements mentioned in the additional advertisement in applicationof section III in view of which the conceding authority will carry out, on the basis of these criteria, to the selection of candidates. The consultation documents will be sent to the only candidates admitted to submit an offer. Following the submission of tenders, the conceding authority will have the facultyto organize a negotiation in accordance with the methods which will be specified by the documents of the consultation of the offer phase.
