Description:
The purpose of this framework agreement is to provide control services for renovation operations of public buildings in which TE38 carries out the valorization of Energy Savings Certificates (when it plays an active incentive role or within the framework of grouping agreements on behalf of communities). The operations subject to controls to enable EECs to be obtained are governed by the decree of September 28, 2021 relating to controls within the framework of the energy savings certificate system, they are summarized in the Unit Price Schedule (BPU). The demand is currently estimated at around a hundred annual inspections on places of operation such as public buildings spread across the entire Isere territory. This estimate is likely to increase as TE38 intensifies its activities to meet demand growth of communities on the one hand, and the increase in control obligations set by the ministry on the other hand.
