- The Public Housing Office (O.P.H.) 13 Habitat has been subject for more than twenty years, long before the Elan law, to the financial and accounting regime applicable to commercial companies. It is therefore subject to the rules of commercial accounting, in accordance with the provisions of articles L.421-17 andL.421-20 to 22, and to the specific provisions of articles R.423-25 to 30, of the Construction and Housing Code.
The accounting rules and methods applied today for the closing of the accounts are:
-The Rules Anc n 2014-03 relating to the general accounting plan;N 2015-04 of June 4, 2015 relating to the annual accounts of social housing organizations with private accounting, modified by the regulation ANC n 2021-08 of October 8, 2021 and by the regulation ANC n 2022-05 of October 7, 2022;
-The accounting instruction applicable to HLM organizations and its updates:Order of December 14, 2022 and decree of December 8, 2023 modifying the decree of October 7, 2015 approving the accounting instruction applicable to HLM organizations with private accounting.
Annual accounts certified by the auditor are communicated every year to the Directorate of Housing,of town planning and landscapes (DHUP), within the Ministry of the Ecological and Solidarity Transition, as well as to the Federation of HLM Offices.
The financial year of 13 Habitat corresponds to the calendar year (closing on December 31).
