  • Tenders are invited for CO2M-ITT09 - Launch COTE The Copernicus programme is an evolution of the previous Global Monitoring for Environment and Security (GMES) Programme, an Earth monitoring initiative led by the European Union (EU) and carried out in partnership with the EU Member States and the European Space Agency (ESA) to access accurate and timely information services to better manage the environment, understand and mitigate the effects of climate change and ensure civil security. While the deployment of the first generation of Sentinels is approaching its completion, the intense use and increased awareness for the potential of Copernicus have generated great expectations for an evolved Copernicus system (β€œCSC Expansion”). Emerging and urgent needs for new types of observations have been consolidated in a distinct set of requirements that are addressed by six new Copernicus Sentinel missions, formerly known as High Priority Candidate Missions (HPCMs), one of which being the Copernicus Anthropogenic CO2 monitoring mission, hereafter referred to as well as the CO2M Mission. The Agency has awarded six contracts covering the implementation of the Phase B2, C/D,E1 for each of the six Copernicus missions, encompassing the procurement of both the prototype (instrument(s) and spacecraft), funded by the ESA Member States under the CSC-4 Programme, and the recurrent satellites, funded by the EU under the future MFF 2021-2027. In the case of CO2M, the mission will complement the first generation of Sentinel observations with image observational capability providing global and routine CO2 observations. The mission is based on a visible-to-shortwave infrared spectroscopy capability dedicated to analyse the man-made CO2 emissions thanks to accurate CO2 and NO2 simultaneous observations. To enable the precise quantitative CO2 concentration measurements, complementary aerosol measurements and clouds detection will be performed in parallel. The derivation of the overall CO2 budget will be possible at world, country and regional/megacity scales, allowing the decision makers to rely on an enlarged international network of CO2 data from space observation, where Europe will play an active role. In this respect OHB, selected by the European Space Agency as Prime Contractor of the CO2M mission, will release an ITT looking for a supplier for developing two EGSE Launch COTEs for the CO2M mission. The Check Out Terminal Equipment (COTE) provides monitoring, control and power capabilities to the spacecraft. The spacecraft COTE is linked to the CCS to allow remote control. The COTE also includes a standalone Spacecraft Simulator used to verify the integrity of the harness and cabling at the end of the mast at the launch-table. The present ITT is addressed to economic operators residing in Austria, Belgium, Bulgaria, Croatia, Cyprus, Switzerland, Czech Republic, Germany, Denmark, Estonia, Spain, Finland, France, United Kingdom, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxemburg, Malta, The Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Sweden, Slovenia, and Canada. No geographical return requirements will be made applicable to the ITT. The procurement of the Launch COTEs will be conducted in line with the β€œESA Best Practices for the Selection of Subcontractors by Prime Contractors in the frame of ESA-s Major Procurements” (reference ESA BEST PRACTICES IPC(2012)65, rev.2).Read more
