Description:
The award procedure used is competitive dialogue subject to the provisions of articles L. 2124-4, R. 2124-5 and R. 2161-24 to R. 2161-31 of the Public Procurement Code.
Competitive dialogue is the procedure in which the buyer dialogues with the candidates admitted to participate in the procedure with a view to defining or developing one or more solutions by benefiting from the knowledge of bidders likely to meet its needs and on the basis of which the participants in the dialogue are invited to submit an offer.
This is an ordinary market for the lump sum part (DPGF) and a framework agreement with purchase orders for the unit price part (BPU).
For the voucher framework agreement part order, the services are settled by BPU unit prices applied to the quantities actually executed. The maximum annual amount is 20 000 euro(s) excluding tax per year for the unit price part.
Pursuant to article L2171-1 of the CCP, this contract derogates from the allotment obligation.
There is no provision for an optional tranche.
The procedure is broken down into two distinct phases:
- One application phase at the end of which the candidates admitted to submit an offer will be selected;
- An offer phase at the end of which the successful bidder will be chosen.
