- This consultation concerns: a global public performance market for the operation of a heating network in the town of Unieux Committed to the energy transition, Saint-Etienne Métropole wishes to strengthen the links between energy, development and construction in the town of Unieux, with the constant search for improvement in energy efficiency. In this context, Saint-Etienne Métropole has decided to launch a global public energy performance market with the aim of: - Assistance with invoicing for network subscribers (indexes/statements by bimonthly delivery points, and indices used for indexing prices). - The renovation of the currently oversized boiler room production equipment. - To ensure operation that guarantees the energy performance of the network and substations. The service provider will therefore have to ensure: - The renovation/creation of the ENRR boiler room, including its emergency back-up, any other production points ENRR and the equipment necessary for its operation. - Management of the supply of ENRR and gas energy from the central boiler room and other possible production points (P1); - Management of the supply of utilities (electricity, water, etc.); -Operation, maintenance, major upkeep and renewal (P2-P3) of thermal installations.
