Description:
This consultation is part of the Public Service Delegation (DSP) relating to the Plaine Campus urban heating and cooling network, granted by Toulouse Métropole to the company Toulouse Énergie Durable (TED). In order to respond to the challenges energy transition and security of supply, amendment no. 7 to the DSP contract provides for a major extension of the network and a densification of the means of production via renewable energies. The operation consists of the creation of a innovative heat production tool using energy from the Garonne. This project aims to increase the network's renewable energy rate to more than 85%. The project consists of the rehabilitation and transformation of an emblematic existing building located on the Island of Ramier into a 5.5 Mc hydrothermal power plant. This site, subject to strong technical, heritage and environmental constraints, must accommodate a cascade of high-tech heat pumps (PAC) recovering the thermal energy captured on the Garonne. The project requires exemplary treatment.
