- The purpose of producing the master plan is to: - Update the inventory data to draw up an updated technical-economic diagnosis of the GENERIA heat and cold networks - Identify the additional energy resources available and recoverable: interconnectionons with other networks, complementary heat inputs, other mobilizable ENR, - Carry out a projection exercise on the potential for development of the network: Identify priority areas of interest for the extension of the networks and the associated needs (developments techniques, investmentnts, contractual developments), - Define priority development sectors over the 10-year horizon, formalize different development scenarios and carry out associated feasibility studies (technical, economic and legal) for each of these sectors. - Validate development scenariosion for heat and cold networks and define scheduled action plans for the different networks, integrating changes in energy demands, balance and economic performance for each of the partners, in particular the control of charges for the end user , - AccSupport GENERIA in the classification procedure of one or more networks. The development of this master plan must make it possible to co-construct with local stakeholders the evolution of existing networks, within the framework of existing public service concessions; and where appropriate concessions to creer. The contract holder must bring together the necessary technical, legal and financial skills. This contract is made up of a firm phase and a conditional phase: - Firm phase: Creation of the master plan for GENERIA's existing heat and cold networks; - Tranche conditional: Support for GENERIA in the classification procedure of its Idex La Defense heating network and/or priority development zones; and where applicable in the ranking...
