- Framework agreement for project management assistance for the preparation, award and monitoring of Operations-Performance Maintenance and Associated Services Contracts (MEMPSA) for the needs of EPs... The Pays de la Loire Region wishes to register fully in achieving the objectives of the Tertiary Eco Energy System (DEET) on its real estate assets. Local Public Education Establishments (EPLE) are particularly targeted because they alone represent a very large part of this heritage. These objectives for 2030, 2040 and 2050 involve actions to reduce regular, significant and long-term energy consumption. The operation and maintenance of sites thus represents a significant and obligatory lever of action. for their achievement. The main purpose of this intellectual service framework agreement is: -The carrying out of Project Management Assistance (AMO) missions to support the Pays de la Loire Region in defining the need, the development, award, execution and monitoring of high-performance operation and maintenance contracts for technical equipment (heating, domestic hot water, ventilation) of public high schools in the Region. Furthermore, this framework agreement intellectual services has the secondary purpose of: -The provision of services associated with the achievement of the main purpose of the contract. The associated services may concern study and expertise missions, performance monitoring, supervision of works, training and all other services linked to the smooth running of the operation and maintenance of sites and the improvement of installations....
