Description:
The call for tenders aims to select a service provider which can: - As part of a co-construction process, set the boundaries for the calculation by dividing up the Organisation into sections and subsections, while being a generator of proposals. (See Appendix 3: Example of proposed boundaries); - Propose a methodological approach to carbon footprint data management: identification, granulometry, collection, tools, exploitation, indices, indicators; - Collect and analyse the data needed to calculate the carbon footprint; - Calculate the Council of Europe-s Scope 1, 2 and 3 emissions (excluding external programmes and activities) using the Greenhouse Gas (GHG) Protocol; - Set a GHG emission reduction trajectory in line with the United Nations Framework Convention on Climate Change (UNFCCC) and against a recognised international benchmark; - Identify decarbonisation levers, assess their effectiveness and work with in-house teams to draw up an action plan to achieve the carbon trajectory targets, assess their financial implications (savings generated and potential investments); - Evaluate the possible carbon offsetting strategies and propose ways to offset carbon emissions and help to enhance carbon sinks. 4 DGS-24-1582 The future carbon trajectory must be aligned with the Organisation-s long-term goal of achieving carbon neutrality by 2050 at the latest, and describe the phases and levers required to achieve this.
