- This market is a design-realization market within the meaning of article L. 2171-2 of the public procurement code. It relates to the design and realization of a modular building under off -site construction allowing to accommodate a creche of 30 cradles an early childhood/ creche relayfamily of approximately 60m2 in Pontoise, under the conditions defined by the program. The thermal performance of the equipment must exceed the thermal regulations in force (RE2020). Thus, this market is made up of two phases: - a design phase, - a construction phase.These two phases are subject to the common provisions of this document. Furthermore, the holder implements his own authority and under his sole responsibility, all the means necessary to carry out all of his missions and the obtaining of the expected results. The choiceDesign-realization is justified by the high energy performance requirements imposed on the project as well as by the need for fast and controlled delivery. Specific technical and energy requirements: the project imposes the achievement of an ambitious energy performance level(BEPOS, HQE, E+C-). Coordination between design and realization teams is essential to guarantee innovative solutions and optimal execution. The creche will have to integrate bio -based materials, rainwater management solutions and high efficiency equipmentenergy (heating, ventilation, lighting). Strong time constraint The existing creche will be destroyed as part of an ANRU program, but it follows a long calendar not allowing the urgent needs of families. The opening of the new creche is imperative forSeptember 2026 to avoid any breakdown of service for families.
