Public service delegation: concession.
"The SDE 76, as a coordinator of a Group of conceding authorities [with the municipalities of Lillebonne and Gournay-en-Bray], wishes to conclude a delegation of public service for the design, financing, the realization, the exploitation of a departmental Ireve network and the only exploitation of unpaid and installed terminals by the delegate, including:
- the resumption of the existing park carried out under the project management of the SDE 76 or its member municipalities and certain non -member municipalities detailed in appendix 3 and the operation of said park;
- design, financing, realization, and exploitation of minus 90 % of the new charges on transit axes, carpooling areas and detailed multimodal exchange centers in appendix 2.1;
- design, financing, realization, and the operation of a maximum of 368 new charges, located in the parking lots audiences and on roads intended for residents of collective housing not with detailed private parking in appendix 2.2;
- the exploitation of the terminals which will be carried out, if necessary under the contracting authority or delegated contracting authority of the SDE 76 and the members of the group conceding authorities who would not have been carried out by the delegate, and registered in Annex 2.2. "
