- the Framework Agreement will be executed by issuing purchase orders. The services are regulated by unit prices. Regate is the metropolitan purchasing center, created by Rennes Metropole and the City of Rennes, hereinafter referred to as "Pouvoir adjudicator", for the benefit of the latter, the 42 other cmember communities of Rennes Metropole and some partners (such as Local Public Companies or others), hereinafter referred to as "Buyer". Municipalities are free to join Regate by paying an annual membership. This innovative system aims to optimize, facilitate and mutuallyize purchases with economic and sustainable development in mind, for all Regate members. Created under Order No. 2015.899 of July 23, 2015, Regate aims to be simple, easy and agile, with a non-binding mode of operation that allows the development of a range of services.service generating value for users
