Quotation are invited for Consultancy Services Related to “Fostering Responsible Consumer Borrowing in the Commonwealth of Independent States (CIS) and Implications for Financial Education and Financial Consumer Protection”. Market Consultation RFQ_515 Consultancy services related to “Fostering responsible consumer borrowing in the Commonwealth of Independent States (CIS) and implications for financial education and financial consumer protection” Summary The Organisation for Economic Co-operation and Development (OECD) is launching this Market Consultation to source Consultancy services to contribute to the report “Fostering responsible consumer borrowing in Commonwealth of Independent States (CIS) countries and implications for financial education and financial consumer protection”. The consultant will be required to support the OECD and its project in the seven CIS countries (Armenia, Azerbaijan, Belarus, Kazakhstan, the Kyrgyz Republic, Tajikistan and Uzbekistan) in gathering knowledge, identifying relevant stakeholders, carrying out analyses, drafting concise reports on the findings, and summarising policy challenges and opportunities for the CIS region on: personal debt, consumer credit markets, and policies towards responsible borrowing and lending. A key part of the task is to determine implications for CIS authorities in terms of financial literacy and financial consumer protection policies in the COVID-19 environment. Of particular importance will also be financial consumer protection policies, in addition to financial literacy ones, related to credit, responsible lending and the challenges that the current economic downturn will pose to individual financial fragility, credit worthiness, and overindebtedness. The deadline date for the receipt of Tenders is Wednesday 21 April 2021, 2pm (Paris time) The OECD will use its e-Sourcing portal « Bravo Solution » to conduct this procurement exercise.
