• Tenders are invited for Consultancy for the Interim Evaluation of the GAS Project in the Central African Republic General objective of the evaluation mission Rationale for assessment This interim evaluation aims to measure the level of achievement of the specific objectives and expected results in order to determine whether the project's strategy and activities need to be adapted and/or reoriented. It will make it possible to evaluate all the activities carried out within the framework of the project in the light of the objectives set, so as to examine: - Their adaptation and implementation, - Their relevance, coherence and effectiveness, - Their sustainability. The evaluation should thus make it possible to measure the results obtained at the end of the period concerned by the evaluation, taking into account all the contextual developments. This evaluation has two (02) objectives which consist of: - Assessing qualitatively and quantitatively the actions carried out in the field and the results obtained with regard to the targets set - Developing recommendations on the intervention logic to be pursued in view of the context, the problems and needs, weaknesses and capacities of the different stakeholders. The project must be evaluated according to the following OECD DAC criteria: relevance, effectiveness, efficiency. Line-up Desired profile: Physician, Pharmacist or public health graduate with at least 5 years of experience in the evaluation of public health projects and programs; Demonstrated experience in supply chain management and strengthening Experience of at least 5 years minimum in carrying out assessments and consultancies; Good knowledge of good practices for the storage and distribution of health products Good knowledge of international quality assurance standards and the MQAS as well as the layout of supply agencies and storage warehouses Experience in evaluation and/or writing of project strengthening the supply chain International experience, knowledge of the Central African Republic is a plus Teamwork skills Diplomatic and patient Rigorous and flexible Excellent analytical and synthetic skills Very good writing skills La Croix-Rouge française (CRF) et la Croix-Rouge centrafricaine (CRCA) attachent une grande importance à l-évaluation de leurs activités humanitaires envers les bénéficiaires, et accordent une attention continue à l-amélioration de l-efficacité de leurs opérations et l-utilisation judicieuse des fonds alloués. L-évaluateur doit pouvoir apporter une réponse directe et précise à tous les points contenus dans les termes de référence. Compte tenu du contexte sécuritaire, et à titre tout à fait exceptionnel, la mission d-évaluation sera placée sous l-autorité du chef de délégation adjoint aux programmes de la CRF, en concertation avec le coordinateur sécurité, pour tous les aspects liés à la sécurité de la mission. Composition de l-équipe Au regard de la taille du projet, cette évaluation intermédiaire se fera par un évaluateur, qui sera externe à la Croix-Rouge française. Il appartient à l-évaluateur de recruter ses superviseurs ou collecteurs de données sur terrain, si besoin. Livrables Note de cadrage de l-évaluation précisant les questions évaluatives et la synthèse documentaire ainsi que la méthodologie finale. Support power-point de présentation des principales conclusions et recommandations pour animer les ateliers de restitution interne L-évaluation donne lieu à l-élaboration d-un rapport écrit en français incluant un résumé de l-évaluation ainsi qu-un narratif détaillé (max 25 pages) accompagnés des annexes correspondantes. Le rapport sera soumis de façon provisoire pour échange et discussion avec les différents référents avant une version révisée finale. Le format du rapport doit respecter le format standard transmis lors du briefing de l-évaluation. Si cela est jugé pertinent, il peut y être apporté des points complémentaires. Les modalités du rendu du rapport sont explicitées dans l-offre technique et sont reprises dans le contrat. Présentation des conclusions et recommandations finales lors d-un atelier de capitalisation niveau Coordination et Siège. This file includes in particular: - A CV of the evaluator - A signed and scanned technical offer presenting the understanding of these terms of reference, the proposed approach including the methodology and the evaluation questions related to the criteria mentioned - A signed financial offer and scanned including all the costs related to the performance of the service (including accommodation, food, transport and communication costs). - A reference table of the main evaluations carried out (maximum 10) Note: candidates will be selected on the basis of technical (experience, relevance, proposed methodology, etc.) (60%) and financial (efficiency) (40%) criteria.
