  • Tenders are invited for Syria - Consultancy - Grant Specialist for Consortium(M/F) Closing Date: 6 Dec 2023 Type: Consultancy Content Start Date: November 20th, 2023 End Date: Mid January 2024 Location: Syria Mission After nearly ten years of conflict in Syria, the impact of present and past hostilities on civilians remains the principal driver of humanitarian needs. North East (NES) and North West Syria (NWS) contexts are both characterized by: (i) ongoing and protracted displacements with low return opportunities, into densely-populated areas where humanitarian assistance is overstretched, (ii) no availability of alternative durable solutions, such as eventual re-installation or re-integration within host community because of social and cultural related issues, as well as the will of authorities to protect local communities, (iii) the depletion of productive assets and savings, (iv) limited economic opportunities, and (v) the widespread destruction and contamination of agriculture and water related infrastructure by explosive remnants as well as other infrastructures have had a profound impact on the population. ABOUT THE CONSULTANCY Type and content of program: The LEARN Consortium is a partnership between four (4) International Non-Governmental Organizations (INGOs) and two national NGOs. It leverages the respective expertise from the four partners to deliver Health, Nutrition, Shelter, WASH, Protection, Multi-Purpose Cash Assistance and Economic Recovery and Market Systems to Internally Displaced Persons and other vulnerable people in North East Syria (NES). The main activities being implemented are related to the running of Primary Healthcare Centers (PHCs), emergency WASH (water trucking and distribution and light maintenance of water infrastructure, water department support, Sanitation, Hygiene awareness), private shelter repairs and distribution of essential kits (new arrivals, hygiene, private shelter repairs, winterization). The program incorporates a Rapid Response Mechanism and protection & Gender are mainstreamed throughout all phasis of the project. The GS will work closely with Consortium Managment Unit (CMU) and focal points in four partner organizations to submit a funded modification application to USAID BHA for the second year of the LEARN Phase IV project. The work will entail development of required documents (revising activity narrative, MEAL documents and relevant annexes and/or prepare new annexes using inputs from partners and the CMU. The GS will be brought on board after the modifications and the new scope of the project-s second year have been confirmed. The GS will produce a high-quality technical narrative, funded modification cover letter and annexes that are compliant with donor requirements, technically clear and accurate, and adheres to LEARN-s style. The GS will report to the Chief of Party in the CMU. The GS should take ownership of the technical narrative development process, and remain flexible, communicate effectively, and work collaboratively with other members of the teams to ensure a smooth nar rative development process and adherence to the timeline developed for this funded modification application. Key Priorities and Deliverables In close collaboration with partners and the CMU, act as lead writer. This would include: Preparing the workplan for the full funded modification development. Authoring the overall technical narrative. This will include gathering information; writing and/or editing narrative sections such as executive summary, technical approach, project strategy, exit plans, and other sections as needed (see more detail on editing below); and, integrating different sections of the technical narrative and annexes developed by other authors. Substantive editing. This may include reorganizing material, adding or deleting information, revising major sections of text, and asking authors to address questions and concerns, all in line with donor requirements. Copy editing. This may include revising the text to make it clear, concise, correct, and consistent. Communicating clearly donor requirements on page count, format and content in BHA-s application guidelines, and then ensuring the application meets those requirements. Preparing the templates for new annexes, if applicable, and then writing and/or editing annexes needed for the funded modification. Proposing (as needed) and/or attending technical meetings, check-ins, and other meetings; liaising with technical experts and others to ensure the accuracy of content. Following up with team members and management for feedback and revisions, revising text based on feedback and ensuring that the funded modification stays on schedule. Ensuring version control and strong tracking of document progress throughout. Assembling the final text, graphics, and supporting documents into a well-ordered package. Your Profil SOLIDARITES INTERNATIONAL invites applications for the provision of services as described above. Interested candidates must submit a Cover Letter outlining their financial offer (daily rate with clarifications on other cost covering expectations plus a proposed overall cost), proposal to meet the ToR, scheduling and CV providing information on their capacity and experience showing that they are qualified for the services, including: Track record of skill, expertise and experience writing successful donor-funded proposals for large-scale, complex humanitarian interventions, preferably for USAID. Experience with the new BHA templates is desirable but not required Knowledge of USAID Demonstrated conceptual, analytical, writing and editing skills appropriate for proposal submission Demonstrated skill in using terminology and concepts for WASH, Shelter, Health/Nutrition, Protection, ERMS, MPCA programs Working knowledge of the Syrian context is a plus Exceptional ability to synthesize large amounts of information and data to create engaging and compelling text while maintaining technical accuracy and adhering to strict page limitations Ability to juggle multiple demands, manage shifting priorities, and negotiate timelines Technical knowledge in one or more of the Consortium sectors (Shelter, WASH, health, nutrition economic recovery and market systems and multi-purpose cash assistance) is preferred, but not required Fluency in English required HOW TO APPLY Interested GSs may express their interest by sending an email to the following address: and by [Nov 20 17:00] (GMT+03:00) and expressly mentioning « Syria LEARN Phase IV Year 2 Funded Modification » A short list of 4 consultants will be established after the call for expressions of interest and the consultation will follow the rules and procedures of SOLIDARITES INTERNATIONAL for the use of Consultants.
