New market procedure which follows a declaration of unsuccessful procedure of the previous market referenced 2025S003 for the absence of permanent diagnostic offers: the implementation of the permanent diagnosis was required for this sanitation system to the due date of 12/31/2024 and the study mustallow the situation to be regularized as soon as possible. The approach is established on the basis of the recommendations of the ASTEE technical guide "implementation of the permanent diagnosis", 2nd edition, version 2024. The objectives of this permanent diagnosis are: 1. Know, continuously, operation and operationThe structural state of the sanitation system, 2. Prevent or identify the dysfunctions of this system as soon as possible, 3. Monitor and assess the effectiveness of preventive or corrective actions initiated, 4. Use the sanitation system in a logic of continuous improvement.Periodic diagnosis: The purpose of the study is to establish a system diagnosis to serve as a starting point for a master plan on the horizon of approximately 10 years.
