- Audit of the level of management fees, over the calendar years 2020 to 2024, of the operator of public service service charges (CSPE) EDF, by distinguishing the following directions/ services: • EDF Purchase obligation (EDF OA) as contracting partner of the majority of obligation to purchase purchase contracts and all complementary electricity remuneration contracts in continental metropolitan France; • EDF Insular Energetic Systems (EDF SEI), as a contracting contracts, supplier and historic producer. The results of this audit must allow the CRE: • Precisely identify the scope of management fees linked to the operator's mission, and in particular any differences with the perimeter currently compensated; • to better understand the fundamentals underlying each position of management costs borne by the operator on the period 2020-2024 and the hypotheses underlying their evolution over this period; • To provide an appreciation, for example with regard to performance indicators, on the operator's efficiency on the 2020-2024 exercises; • have a list of indicators to follow The efficiency of the operator in the future with regard to the complexity and costs borne for the various activities of the operator (such as the quality of production forecast, the contractualization time, the quantity of acceptable billing errors, the volumes treated rel...
