Assistance services for the design and writing of the establishment project (PCSES Cultural, scientific, educational and social project) of the classified municipal library of Troyes Champagne Metropole The community of agglomeration of Troyes Champagne Metropole wishes to entrust to a provider external a work of assistance to the design of the establishment project (PCSES) of the Jacques-Chirac media library in order to trace a vision of the future shared for the evolution of its media libraries by including proposals for the network made up of public reading media libraries within Troyes Champagne Metropole (TCM). This study will include two phases and will serve as a reference document for the strategic management of the Jacques-Chirac media library and the evolution of its services and the network of media libraries for the years to come. It is expected that the study testifies to an ambition certain and that it allows an increase in the cultural radiation of the public reading network while valuing the heritage collections of the classified library. Pursuant to articles L2113-10 of the public procurement code, this market is not allocated.
