The framework agreement will be executed by the emission of purchase orders.

The Housing Solidarity Fund (FSL) was instituted by Besson law n 90-449 of May 31, 1990 and reinforced by the law of July 29, 1998 relating tothe fight against exclusions. This device aims to prevent exclusions by facilitating access and maintenance in the most fragile household accommodation. Within the framework of the LRL law of August 13, 2004, which strengthened local skills in social action, and the transfer of skillsOperated by the Notre law of August 7, 2015, Toulouse Metropole has been ensuring, since January 1, 2017, the management of the FSL on its territory, to replace the Departmental Council.
As such, Toulouse Metropole entrusts the service provider with the implementation of social support measures to parenting andof psychosocial support, under its control and its responsibility, within the framework of the FSL.
