A consortium led by Egis has secured a €1.6 billion concession for French Guiana's Cayenne-Félix Eboué Airport.

Cayenne, Paris - 8 October 2025 

A group led by Egis Airport Operation, along with Caisse des Dépôts et Consignations, Alyse Guyane, the Chamber of Commerce and Industry of French Guiana (CCIRG), and Entreprise Générale Léon Grosse, has been formally granted the 30-year concession for Cayenne-Félix Eboué Airport by France's Ministry of Transport (DGAC). An important turning point in the long-term management and modernisation of the main international entry point to French Guiana has been reached with the €1.6 billion concession agreement.

A Significant Airport Modernisation Project

The Egis-led consortium will manage the development, financing, operation, and maintenance of Cayenne-Félix Eboué Airport for 360 months (30 years), from October 1, 2025, to September 30, 2055, under the recently signed Concession Contract No. 2022DTA01.

The agreement formally transfers operational responsibility to the newly established Société Concessionnaire Aéroport de Cayenne (SCAC), as approved by Decree No. 2025-968 on September 23, 2025, and published in the Journal Officiel de la République Française on September 24, 2025. The chosen concessionaire will be SCAC, whose shareholders are the consortium members that won.

The scope and responsibilities of the contract

The concession includes a wide range of airport operations, such as:

  • funding, planning, and carrying out the first modernisation projects ("Travaux Initiaux").

  • Airside and landside infrastructure operation and upkeep

  • Development of airport facilities in the commercial and real estate sectors

  • adherence to aviation security, safety, and environmental regulations

  • Technical adaptation and sustainable management of the airport's resources to meet changing demands

In accordance with Articles L.1121-1 to L.1121-4 of the French Public Procurement Code, the concessionaire bears all operational and financial risk and is required to maintain service continuity, flexibility, and equitable access in accordance with public-service principles.

Selection Procedure and Award Criteria

Proposals were assessed by the Ministry's Directorate-General for Civil Aviation (DGAC) using a mix of technical, financial, and strategic factors, with a focus on:

  • Initial construction and infrastructure management quality (30%)

  • Airport development potential and appeal (20%)

  • Operational quality and environmentally friendly management (20%)

  • reduction in the amount of money contributed by the public (15%)

  • Strength of the economy and ability to share risk (15%)

There was significant market interest in this flagship infrastructure project, as evidenced by the four tenders that were submitted.
